Government Adjusts the Phased Implementation of Mandatory Halal Certification, Taking into Account Ecosystem and Stakeholder Readiness

政府根据清真认证体系及相关利益方的准备情况调整强制性清真认证的分阶段实施期   限

The Coordinating Ministry for Economic Affairs held a policy briefing on mandatory halal certification for ministries and government agencies, the Halal Product Assurance Organizing Agency (BPJPH), business and industry associations, and other relevant stakeholders. The briefing was part of the Government’s efforts to ensure effective implementation of mandatory halal certification while taking into account the readiness of the national halal ecosystem. 印度尼西亚经济事务统筹部面向各部委及政府机构、清真产品保障局（BPJPH）、工商及行业协会和其他相关利

The Government recognizes that mandatory halal certification has a broad scope, involving millions of business operators across various industrial sectors. This obligation is based on Law No. 33 of 2014 concerning Halal Product Assurance, as amended by Law No. 6 of 2023, with its implementing provisions regulated, among others, by Government Regulation (PP) No. 42 of 2024 concerning the Implementation of Halal Product Assurance. 政府认识到，强制性清真认证的实施范围广泛，涉及各行业数百万家经营主体。该义务以《2014 年第 33 号清真

Under Government Regulation No. 42 of 2024, a number of mandatory halal certification requirements were scheduled to take effect on 18 October 2026. However, based on evaluations and feedback from business and industry associations, the Government considers it necessary to adjust the phased implementation period to provide adequate time to strengthen the ecosystem and improve the readiness of all parties involved.

根据《2024 年第 42 号政府条例》，部分强制性清真认证要求原定于 2026 年 10 月 18 日开始实施。然而，根据评 估结果以及工商和行业协会的反馈，政府认为有必要调整分阶段实施期限，为完善清真认证体系和提高各相关方 的准备程度提供充足时间。

“Taking into account the readiness of the halal ecosystem, the Government is extending the phased implementation of mandatory halal certification through a Government Regulation amending Government Regulation No. 42 of 2024,” explained Susiwijono Moegiarso, Secretary of the Coordinating Ministry for Economic Affairs, during an online policy briefing on mandatory halal certification held on Friday (16 October). 经济事务统筹部秘书长苏西维约诺·穆吉亚尔索（Susiwijono Moegiarso）在 10 月 16 日（星期五）举行的强制性清

的政府条例，延长强制性清真认证的分阶段实施期限。”

The adjustment includes an amendment to Article 160, under which mandatory halal certification for services related to food, beverages and slaughtered products, excluding slaughtering services, will begin on 18 October 2028. For micro and small enterprises, the phased implementation period for mandatory halal certification of food, beverages, slaughtered products and slaughtering services is extended until 17 October 2028.

此次调整包括修订第 160 条：与食品、饮料及屠宰产品相关的服务（不包括屠宰服务），其强制性清真认证义务

将自 2028 年 10 月 18 日起实施。对于微型和小型企业，食品、饮料、屠宰产品及屠宰服务的强制性清真认证分阶

段实施期限延长至 2028 年 10 月 17 日。

The adjustment also covers Article 160(3): mandatory halal certification for food, beverages, slaughtered products and slaughtering services originating from overseas will begin on 18 October 2028, taking into account the completion of mutual recognition arrangements for halal certificates.

此次调整还涉及第 160 条第（3）款：来自境外的食品、饮料、屠宰产品及屠宰服务的强制性清真认证要求，将

自 2028 年 10 月 18 日起实施，并考虑清真证书相互承认合作安排的完成情况。

Adjustments are also being made to certain product categories whose phased implementation periods were previously due

to end in 2026 under Article 161 (points a, d, e, f and g). For natural medicines, quasi-drugs, health supplements, cosmetics, chemical products, genetically engineered products and certain categories of consumer goods, the phased implementation period is adjusted to run until 17 October 2028.

对于第 161 条第 a、d、e、f 及 g 项规定的、原定于 2026 年结束分阶段实施期的部分产品类别，政府也作出调 整。天然药物、准药品、保健补充剂、化学产品、化妆品、转基因产品及部分消费品类别的分阶段实施期限，调    整至 2028 年 10 月 17 日。

For other categories, the phased implementation periods remain in accordance with the schedule established under Government Regulation No. 42 of 2024. These include over-the-counter medicines and limited over-the-counter medicines, for which the period runs until 17 October 2029, and prescription medicines, excluding psychotropic substances, for which the period runs until 17 October 2034.

对于其他类别，分阶段实施期限仍按照《2024 年第 42 号政府条例》规定的时间表执行。其中，非处方药及限制 性非处方药的期限为 2029 年 10 月 17 日；处方药（精神药物除外）的期限为 2034 年 10 月 17 日。

In addition, the Government will adjust the implementing regulations under Government Regulation No. 42 of 2024 in line with the amendments to that Regulation, and will revoke BPJPH Regulation No. 4 of 2026 concerning the Assurance of Conformity of Foreign Halal Products Entering Indonesian Territory.

此外，政府将根据《2024 年第 42 号政府条例》的修订情况，对其实施细则作相应调整，并将废止《BPJPH 2026

年第 4 号条例：进入印度尼西亚境内的外国清真产品符合性确认》。

The Government reaffirms its commitment to Halal Product Assurance while ensuring that implementation can proceed effectively and in line with the readiness of the ecosystem. The adjustments are expected to protect consumers, provide businesses with greater certainty and time to adapt, facilitate trade flows, and strengthen the competitiveness of Indonesia’s halal industry. 政府重申对清真产品保障制度的承诺，同时确保其实施有效推进，并与清真认证体系的准备程度相适应。此次调 整旨在保护消费者，为经营主体提供更明确的预期和调整时间，保障贸易顺畅，并提升印度尼西亚清真产业的竞
